Both media and policymakers repeatedly ask: “How can we win the propaganda war?” By reissuing the same old calls for the same failed strategies? I would argue not. Top-down propaganda and a refusal to “listen” cannot create lasting peace and stability. It divides us and prevents intercultural understanding.
